During the 1920’s, Paul Coates was employed as an Engineer for Ramsey County. The downloadable document below is a report Paul Coates assembled for the Ramsey County Board regarding lakes in Ramsey County, including Lake Owasso. The report contains some interesting details on various features associated with Lake Owasso, including water levels. In the period between 1923 and 1925, there was a severe drought where the lowest recorded water level on Lake Owasso was a full 5 feet below the highest on record. Writing style from that era took on a much different form from todays’ variety. While this report was produced decades before digitization, it has been scanned in a format (OCR) to enable keyword searching for most of the document.
